chinesepod.com is very effective! but good to supplement it with a real-life teacher to coach you for 1-2 times a week.

I have stayed in China for 2 years before, and I personally feel that if a person has a good foundation Chinese skills in Singapore, with the daily interactions with the locals in China, one will have no problem in picking up the skills. The only challenge is when the Singaporean can’t even speak proper Chinese in a complete sentence. Apart from having private Chinese tutor in Chinese-unfriendly Singapore, the other method I heard that will help improve Chinese by leaps and bounds is Karaoke singing. I have a few friends who vouched for that!
